Symptom
The issue occurs when deploying an application with defined actions and roles. After the deployment the roles cannot be found.

Reason and Prerequisites
Default roles are not updated or created during deployment of applications containing actions.xml file. If the actions.xml file contains a new role, which is not existing in the persistence, it won’t be created. Because of that the actions are not assigned to the role.
A workaround for this problem is a restart of the J2EE engine, because then the default roles will be created and all actions will be assigned to them.
Solution
The issue is fixed in the following and all subsequent releases:
