Solution
Review the following notes:
(a)Versions:
Make sure the latest versions of the following notes are applied:

(c)Refresh buffers:
After applying notes to all systems, please carry out the following:
Access the workflow in change mode in the source system, generate and
activate it, transport it and run transaction SWU_OBUF in the target
system. SWU_OBUF is available from 4.6x onwards.

Additional Details:[Refresh Buffers]
[1] SWU_OBUF (Synchronize Runtime Buffer)
This is run automatically at midnight but can be manually run with
the above transaction.
[2] SWUS (Start Workflow)
Clicking the ‘Refresh Organizational Environment’ button will
refresh the buffer for the current user ID.
[3] While assigning agents to tasks, click the ‘Refresh Index’ button.
This will update the agent assignment to the task.
