Locking entire SLD namespace during import

Symptom
During the import of data to SLD, the entire Common Information Model (CIM) namespace is locked by default (usually, sld/active). Therefore, you cannot enter any further data in the locked namespace during the import. This affects, for example, the registration of systems, for example, using transaction RZ70.
