Transport buffer lock file (.LOB) remains blocked on Windows

Symptom
The transport buffer lock file (.LOB) remains locked by the operating system (OS). The file is created by tp.exe to prevent that several tp processes access simultaneously the transport buffer. The file is deleted after the tp has modified the transport buffer. As usual the .LOB is located in the \\\sapmnt\trans\tmp [...]

Symptom
An SAP R/3 system component cannot start successfully. This may be either the dispatcher or the gateway or message server.
